Telegram CEO Pavel Durov on Protecting Users and Combating Crime

Telegram, known for its privacy-focused messaging service, has long followed strict protocols regarding data disclosure. 

CEO Pavel Durov recently clarified that the platform’s practice of sharing user information, such as IP addresses and phone numbers, with law enforcement has been in place since 2018. 

This policy is primarily used to combat criminal activity, ensuring Telegram is not misused by criminals.

Long-Standing Policy Since 2018

Durov emphasized that Telegram’s policy on data sharing is not new. In a recent post on October 2, he stated that the platform has consistently responded to properly formed legal requests by providing law enforcement agencies with information related to criminal activities. 

This includes sharing the IP addresses and phone numbers of dangerous individuals, aligning with global privacy laws.

He explained, “Whenever we receive a valid legal request, we verify it and provide the relevant information to ensure criminals cannot evade justice.”

Transparency in Data Requests

To reinforce its commitment to transparency, Telegram uses a Transparency Bot, which reports the number of legal data requests the company receives. 

For example, in Brazil, there were 75 data requests in the first quarter of 2024, and 63 in the second quarter. In India, Telegram’s largest market, the figures were much higher, with over 2,000 requests each quarter.

This tool ensures users are aware of Telegram's activities related to law enforcement and data sharing.

Commitment to Privacy and Legal Compliance

Despite concerns from some users, Durov reassured that Telegram’s commitment to privacy remains unchanged. While the platform complies with local laws, it continues to protect users from corrupt governments and corporations. He emphasized that criminals cannot abuse Telegram to avoid justice.

Telegram was built to protect activists and ordinary people,” Durov explained, “but we don’t allow criminals to misuse our platform.”
