China is set to introduce a new mandate that requires a security review of all generative AI services before they can be operated publicly, including chatbots like Baidu Inc.'s recent AI chatbot, ERNIE, which rivals OpenAI's ChatGPT

The Cyberspace Administration of China, the country's internet regulator, has stated that providers of AI services must ensure that their content is accurate, respects intellectual property, does not discriminate, and does not pose security risks. All AI-generated content must also be identified clearly as such.

This move by China is part of a global trend where governments are grappling with the rapid rise of AI and its implications. Japan, for example, has openly expressed support for ChatGPT and has even considered incorporating AI technology into its governmental systems, with a focus on addressing privacy and cybersecurity concerns.

However, not all countries are taking the same stance. Italy has placed a temporary ban on ChatGPT following a data breach that exposed private user data, while OpenAI is facing a privacy probe in Canada over allegations of harvesting personal information.

In the United States, President Joe Biden has also addressed the risks of AI to society, national security, and the economy, calling on tech firms to carefully consider these concerns. Meanwhile, Chinese tech giants like Alibaba Group Holding Ltd. and SenseTime Group Inc. are also competing to build AI platforms to rival those of global tech companies like Google and Microsoft.

The introduction of the security review mandate in China reflects the growing awareness and regulatory efforts to ensure that AI services are developed and operated responsibly. It highlights the need for providers of AI services to adhere to guidelines, such as accuracy, intellectual property rights, non-discrimination, and security, and to clearly label AI-generated content.
